The flags at the Hopewell Valley September 11th and Emergency Services Memorial have been lowered to half staff to remember Detective Joseph Seals, 40, father of five, of the Jersey City Police Department. Detective Seals was shot and killed during a mass shooting yesterday in Jersey City.
