A group of Hopewell Valley families has launched a petition calling on the school district to reconsider its recently announced elementary redistricting plan, as debate continues over how to manage enrollment growth tied to new housing development.
The petition, organized by families affected by the proposed shift from Bear Tavern Elementary to Hopewell Elementary, asks the district to allow currently enrolled students to remain at their school and to revisit the plan with additional community input.
District officials, meanwhile, say the redistricting is necessary and based on demographic data showing continued enrollment growth in specific areas of the district.
Families call for changes
The petition focuses on approximately 34 Bear Tavern students who would be reassigned under the plan beginning in the 2026–27 school year.
Organizers argue that the change would disrupt established school communities while providing limited benefit in balancing enrollment.
“This is not meaningful enrollment balancing,” the petition states, noting that some students from new developments would be moving into Bear Tavern at the same time others are reassigned.
The petition calls on the district to allow all currently enrolled Bear Tavern students to remain in place, while assigning new students to schools under the updated attendance zones.
It also asks the district to pause implementation, create a formal appeals process, and incorporate more direct community input into decision-making.
District: Plan is “guided by necessity”

In a recent statement, the Hopewell Valley Regional School District said the redistricting plan is driven by enrollment pressures and long-term planning needs.
“The redistricting plan is guided by necessity and rooted in data,” district officials said.
The district emphasized that it has been communicating about enrollment growth for several years, including during the 2025 referendum, when officials noted that building expansions would reduce — but not eliminate — the need for redistricting.
Officials also said there will not be an appeals process.
Growth driving the decision
District data points to sustained enrollment growth across the region.

A demographic study completed in October 2025 found that local birth rates between 2021 and 2023 were the highest since 2009, while home sales in the district rose sharply during the pandemic.
New housing developments have already added more than 200 students, with roughly 250 additional students expected as construction continues.
Much of that growth is concentrated geographically, with about 72 percent tied to the Bear Tavern attendance zone and another 27 percent to Stony Brook.
A recent demographic update confirmed that enrollment is trending toward higher growth projections, with the most significant increases at those two schools.
What will change
Under the plan, about 80 families have been notified of changes, with adjustments focused on areas experiencing the most growth.
Students in the Lambertville–Hopewell Road and Route 31 area will shift from Bear Tavern to Hopewell Elementary. Students from Hopewell Parc will attend Bear Tavern, while students from The Collection at Hopewell will move from Stony Brook to Toll Gate Grammar School.
District officials say the goal is to relieve pressure on Bear Tavern and Stony Brook while maintaining manageable class sizes and preserving programming.
Efforts to minimize disruption
The district says it has built in limited flexibility to ease the transition for families.
Students entering fifth grade in 2026–27 may remain at their current school if parents provide transportation. Students with individualized education programs or specialized services tied to a specific school may also remain in place, along with their siblings.
Bus routes will be redrawn ahead of the school year, with officials saying routes are expected to become more efficient, with no anticipated increase in travel time, and with goals of reducing some travel time.
Families affected by the changes have been invited to a district webinar scheduled for May 6, where administrators and principals will answer questions and discuss next steps.
Part of a longer-term plan
District officials have emphasized that the redistricting is a targeted, interim step tied to a broader plan.
Voters approved a 2025 bond referendum that will fund building additions at Bear Tavern and Toll Gate, projects expected to be completed in 2028. Those additions are intended to accommodate future growth and reduce the need for further redistricting.
Without those expansions, officials have said, changes would have been more extensive.
